Bembidion mannerheimi

Bembidion mannerheimi can be very difficult to seperate from B. guttula as the latter can also have vestigal wings

Helpful tip from Mark Telfer " I don't like this pair at all but I always check wing length and if it doesn't pass the 2nd tergite it's mannerheimi, longer it goes down as guttula. Lining them up, there's small differences in pronotum shape and colour of antennae and legs. I've found the elytral spot to be very variable.

If you find a male then you can also dissect out the aedaegus but differences appear slight so comparison to reference material probably necessary
